Step 1

How to Build a Dog Ramp

1. Plywood bottom – 1 @ 14x 31½ inches

2. 1×5 sides – 2 @ 12½ inches

3. 1×5 sides – 2 @ 45 inches

6. 1×5 leg crosspieces – 1 @ 14½ inches

Step 2

Cut the Parts

Using a jigsaw, cut the parts of the box, top and legs to length according to the measurements on the cut list. On the long 1×5 sides of the box, mark the edge 2 inches from one end and 10 inches from the other end.

Using a jigsaw guided by a straightedge, cut off the corners of the 1×5 at each of these marks. The longer cut will be the front of the ramp where it will sit on the floor. The shorter cut will be at the back, or top, of the ramp where it meets the edge of the bed.

Step 3

Cut the Legs

Round over the top of one leg. Use a coffee can as a template to create the curve, and cut the arc with a jigsaw. Trace the curve onto the second leg and cut it.

Build the Box Sides

Make a mark 2 inches from the longest point at the back of each 1×5 side piece. Make another mark 10 inches from the longest point at the front. Using a Speed Square, draw a square line across the 1×5 at each mark.

Set the 12½-inch box ends between the sides, inside the lines. Clamp the sides in place to keep them square. Using a drill/driver, screw 1 5/8 inch trim head screws through the long sides and into the ends.

Step 5

Attach the Bottom

Using a drill/driver and 1 5/8 inch trim head screws, attach the plywood to the bottom—or the shorter edge—of the box sides. Attach a 14-inch 1×5 crosspiece flush with the front edge of the plywood bottom.

Step 6

Drill Holes for the Leg Bolts

Using a drill driver fitted with a 3/8-inch drill bit, bore a hole at the back end of each long side that’s 1½ inch from the bottom edge and 3½ inches from the shortest point at the back of the box.

Drill Bolt Holes in the Legs

Drill a 3/8 inch centered hole 13½ inches from the bottom of each leg. Screw the leg crosspiece between the legs with the ends of the crosspiece flush with the back edge of the legs. Using a putty knife, fill all the seams and fastener holes with wood putty. Sand, prime and paint all the parts.

Step 8

Bolt the Legs to the Box

Insert a 3/8-inch bolt through the leg and box using a washer on the outside of the leg, four washers between the leg and the box, a washer on the inside of the box, and a locking nut on the end of the bolt. Tighten the bolt with a screwdriver and an adjustable wrench.

Attach the Lid

Fasten a block to the underside of the lid, ½ inch from one end. This block will serve as a handle for pulling the collapsed ramp out from underneath the bed.

Set the box upside down onto the underside of the lid. Center the box between the sides of the lid and so that the ends sit flush with the ends of the lid. Using a drill/driver, secure a 30-inch piano hinge, knuckle side out, to the side of the box. Screw the hinge to underside of the lid.

Step 10

Fasten On the Hardware

Mount the toy box hinge to the inside of the box, then to the underside of the lid on the same side as the piano hinge. Attach the folding door hinge to the outside of the box ½ inch from the top edge of the box on the opposite side as the piano hinge. Attach the other end of the folding hinge to the front edge of the leg. The ends of the hinge should be installed equal distance from the bolt hole at about 9 inches.

Screw a drawer pull to the back end of the box for easy lifting while extending the legs. Mount nonslip rubber strips or pads on the bottom of each leg and skid feet to the crosspieces on the underside of the box and to the back of the crosspieces between the legs.

Step 11

Mount a Non-Slip Rug on the Lid

Cut a nonslip rug, like the sisal shown here, to the size of the lid. Roll contact cement onto the top of the lid and the underside the sisal rug in a well-ventilated area. Allow the contact cement to dry to the touch. Place scrap strips of wood on top of the lid to keep the surfaces from making contact and instantly bonding before the rug is perfectly positioned.

Place the end of the rug flush with the end of the lid. Slowly remove the scraps, allowing the rug to bond to the lid, making sure the edges stay flush with the edges of the lid. Work your way from one end of the lid to the other until the rug is secure.

We have a few older dogs in our home, including one with sore hips. Not to mention a Dachshund that likes to leap off the bed (which is just a little bit concerning). It was definitely time to invest in a ramp.

While we found a few pre-made solutions at the store – they were quite expensive, not very sturdy, and never the right size or height.

1. Easy IKEA Ramp

We’ll start off with something really easy and perfect if you have a smaller dog. We have a dachshund that believes she can fly. Often times she’ll do a full leap off the bed and we were terrified she would hurt her little legs.

This ramp is easy, budget friendly, and Dachshund approved. Oh, and it only requires one trip to IKEA.

Going from super easy to something a little more elaborate. That being said; this project isn’t terribly difficult (if you’ve got a little bit of building experience). You’ll need a saw, some clamps, a little patience, and definitely some accurate measuring skills.

6. Super DIY Dog Ramp

This is the exact ramp we build for our dog at home, and it’s glorious. We used some scrap studs, plywood, and carpet (from a renovation years ago) to build this. I borrowed a circular saw and a drill. We ended up paying $15 to build this ramp, and I couldn’t be happier.

What made this the perfect ramp for us was how we could easily change the measurements to fit the size of our dogs, and the height of our bed. And our bed is incredibly tall.

All these instructions are great, but this one is a little different. It’s printed out like a recipe with 3d sketch ups of the ramp. It’s a little more precise and professional. So this may be a little more what you’re looking for when it comes to directions.

I feel like we’ve spent most of this list covering really detailed and work heavy builds. So let’s build something that just about anyone can handle. And that’s a trip to IKEA.

It’s literally some creates stacked up with a fabric covering. The build will take you as long as it takes to get back from the store (along with a few staples from a staple gun).

If you’ve got lots of steps that need the full ramp treatment; this is the best video I’ve found. It’s fairly simple too (even if your steps are concrete). The tarp/vinyl covering is a clever idea to ensure your ramp stands up again the weather (and time).

17. Window Perch

My dog’s self proclaimed life duty is to carefully watch the squirrels and bunnies from the front window. Also to let us know (as loudly as possible) when our Amazon packages have arrived.

This ramp was designed for a cat, but who says cat’s get all the nice things? It can work just as well for a small dog (medium to large dogs might need something a little more sturdy). Either way, it’s a nice looking build with attention to detail, and it’s easy to build.

And to ramp things down (yes, I just made that pun) we have this final project. It’s a simple two-piece ramp that can fold away for easy storage. It makes clever use of fishing line and gate hooks to keep it sturdy while upright. You’ll have to see the full build to see what I mean.

Guys, it’s come to this: We’ve reached the end of the Internet, our TV and movie queues are dwindling, I’ve read several books, we’ve completely organized our garage and I’ve started to paint again. And since it’s been raining for 40 days and 40 nights—or more like 400—here in Tennessee, we’ve been doing all the indoor projects we can until things dry up. So when better to build a dog ramp for Ella than in the midst of a crisis forcing us to stay at home?

But why a dog ramp?

Why can’t she just use stairs, you may ask? Ella, while almost 10, has the pep in her step of a much more youthful pup, but she’s also been plagued with a shaky knee that slides in and out of socket for much of her adult life. Her vet regularly monitors it and said unless it seems to be hurting her, then we should just let it be. Though we do give her plenty of CBD treats, just in case.

We did get a second opinion via an orthopedic surgeon for dogs to whom our vet referred us, but she also recommend against surgery. I mean, have you seen Ella? She weighs less than seven pounds, and her bones are the size of a chicken’s. I can’t imagine someone operating on her fragile joints.

Still, Ella’s always been an athlete, but a couple times while living at the Victorian, her furry paws caused her take a tumble on our back stairs as she transitioned from the carpeted last stair to the unforgiving hardwood. This gave her a complex, a bit of stairs PTSD if you will, and made her no longer want to go up and down them, at least indoors. She’s fine darting up and down our back patio and garage stairs, go figure, but it’s likely just because she has slightly more traction beneath her.

Then, we moved to the Cedar House

I’m not going to lie: When we started looking at houses 18 months ago, one of the parameters was a ranch-style home. We wanted a single story both for our own ease, but also mainly for Ella’s. I mean, she’s our child and top priority—we’ve got to be looking out for her, right? So the Cedar House seemed like a perfect fit from every angle. Other than the front entrance and the patio and garage stairs, the only interior step is this one right here.

Only, here’s what we did not anticipate. That single stair that goes down to the great room we use for everything? Ella still won’t go down it. Which means, she’s constantly barking at SVV and me, her slaves, to put her up or take her back down. It’s exhausting, being subjected to the whims of a tiny, bossy dictator. So we decided quarantine was the time to fix that.

Materials for a dog ramp

SVV had been saying for the past year that we needed to build a dog ramp, then last week, we saw a friend on Facebook doing something similar for her senior dog and immediately dropped everything and followed suit. Given that we always have scrap wood laying around, and SVV is not lacking for tools, it just took one quick, no-contact run to Lowe’s for the remaining materials.

  • Half sheet of plywood (4′ x 4′ x 3/4″)
  • 2 oak strips (4′ x 1/4″ x 2″)
  • 1 piece of brass carpet trim (it’s actually bronze-colored aluminum)
  • 3 brass screws
  • 2 rubber bushings
  • Sandpaper
  • Adhesive
  • Carpet samples or cork board for your cushioned surface

Total project cost: $23

We already had the plywood, so if you don’t have scraps laying around, estimate another $10 or so in material costs. We’re about to install carpet in both of our offices and the master bedroom, so the carpet scraps we used were the samples for that. You can get free carpet samples at your local supplier or online (ours are from Philadelphia Commercial).

You’ll also need to keep these tools handy:

  • Tape measure
  • Square
  • Hammer
  • Table saw (you can cut these pieces with a skill saw, but be sure to use guides for safety)
  • Chop saw
  • Sheet metal snips
  • Drill
  • Screwdriver

How to make a dog ramp

Now that you’ve got your materials and your tools all laid out in your makeshift shop, here’s how we built our own dog ramp, no blueprint or prototype needed.

Step 1: Measure and cut the plywood

We used the sample carpet sizing to determine the exact width. Ours ended up being exactly 17 inches wide. The length was a best guess estimate once we cut the width and will vary depending on how many steps you’ve got. When making the saw cut for the length, set the saw bevel to about 25 degrees to get the top leading edge closer to the flooring and a clean look. Sand to remove splinters and sharp edges.

Step 2: Measure and cut the brass threshold

This will serve as the lip that anchors your ramp to the stair and keeps in in place. Again, sand down the edges of the aluminum to prevent snagging and injuries. The edges are razor sharp after they’ve been trimmed to fit.

Step 3: Measure and cut the side trim pieces, then nail them in place

SVV ripped the entire trim piece down to 3/4″ first, chopped it in half, then measured the final cuts directly on the plywood edge to match the bevel.

Step 4: Glue down the carpet and let dry

If you’re not a fan of using glue, it’s just as easy to staple the carpet to the ramp. We wound up gluing down two carpet samples in a line to create a train so Ella had some traction via the run-off that sits on the actual floor. This proved clutch to her actually using it. The thrust when she first jumps is where her problem lies since she spins out. That little bit of grip in the launch zone provides her with enough confidence to punch the gas pedal up the ramp.

Step 5: Attach the metal threshold, add rubber feet, and you’re done!

The angle of the brass trim, designed for smoothing transitions between various levels of flooring, proved a perfect fit for the angle of the ramp. It also serves as a latch to hold the top section on the ledge. The rubber feet, secured with super glue to the bottom, keep the entire contraption from slipping off the ledge and crashing down.

NOTE: this is not suitable for children or adults to use as a walking plank. A more secure fitting would be required for heavier creatures.

So, the real question: How does Ella like her dog ramp?

The first time we put it down for Ella to use, what did she do? Have the confidence to finally use that single stair, but of course! In fact, she acted as if she’d never had a problem with the stair in the first place. *face palm*

But now that it’s been there for a week and she’s gotten used to the concept, she’s a ramp regular and uses it on her own to go up and down that treacherous stair. The cats, being cats, sometimes decide to camp out on it so she can’t get by. Assholes.

At times, the deck stairs can be slippery, especially in rainy seasons. If your pooch slips off from a high deck, the impulse of the impact can cause serious issues with dogs. They can end up with broken joints or ruptured spinal discs. Let’s prevent this from happening.

There’s a wide variety of dog ramps in stores, but you don’t need to buy a ramp if you don’t want to. Instead, you can build one on your own — they are relatively simple to assemble using plywood and boards.

Plastic ramps are not heavy, but they can’t be used for larger breed canines. You can build one for a Teacup Dachshund or Chihuahua, but a bulky doggo such as a German Shepherd shouldn’t test their weight on these ramps. Metal ramps are more stable than plastic ones. They will provide your pooch with greater stability, but you should not use them outside as they get rusty in contact with water.

This leaves us with wooden ramps. These ramps are stable and easy on the eye. Their flaw is that they tend to be slippery and can be rather heavy. If carpeted, wooden ramps are the perfect choice for a dog ramp for a deck!

Building a Dog Ramp for Outdoors

Step One: Preparation

A sturdy and stable ramp is something you can make only with proper planning and a great deal of attention.

Before you start, go to the hardware store in case you haven’t acquired all the items you need yet. The material quantity depends on the deck height and width, as well as the slope you plan to make.

So, if you have a three feet high deck, for instance, you will need at least a thirteen feet deep ramp for a gradual slope and easy gradient. The longer angle you make, the more comfortable and stable your pooch will feel.

What you need is lumber that’s perfectly straight and in a nice condition. You will need it for making:

  2. Several short beams (depending on the ramp length)

You must be careful with your ramps incline, as it should not be too steep. The shorter the ramp you make, the steeper the slope will be. You don’t want to build a ramp that poses a greater challenge to climb than the stairs. This refers especially to dogs who have a genetic predisposition towards spine issues, such as Dachshunds.

If you make the ramp too long, you will have problems with moving it, as the ramp will be too heavy.

Step Three: Cutting

The ramp measurements need to be marked on the lumber that you prepared. Use your pen to draw a cutting line. Cut the limber carefully.

Step Four: Make a Base

The next thing you should do is make a good and stable ramp base. The base is a part that should be placed on the ground. Take two wooden beams and place them parallel to each other. They need to be as far apart as your desired ramp’s width is supposed to be.

Now use small wooden beams in the same length and attach each of their tops to larger beams. We advise you to use as many of these small wooden beams to secure larger stability.

You need to use a saw to cut the beams according to your plan.

Step Five: Make the Legs

Use galvanized screws to assemble the front legs on your ramp. These legs should be made of wooden beams, and their purpose is to connect the base and the main walking board. Drill pilot holes for screws. Go slowly so as not to crack the wood!

Step Six: Add the Board

The walking board should be made according to your pooch’s size, like everything else so far. Align it with the rest of the construction carefully and use screws and waterproof glue to make it as stable as it can be.

Step Seven: Beams on Top of the Board

Take smaller beams whose length matches your ramp’s width. You will need them as a stronghold on the board. Line them up at the same intervals. Adding small wooden beams at every foot helps the dog not to slide down the ramp and hurt themselves. Your pooch will feel much safer and more stable.

Step Eight: Add the Side Rails

Now it’s time to use the remaining medium-length beams. Attach four small beams upright on each side of the board. Once you add all eight of them, attach transversely medium length beams in the position of the ramp’s rails.

Step Ten: Sanding the Ramp

The ramp needs to be placed and hard-set on strong brackets for great stability. You can use steel brackets for extra safety. Timber screws can also go into the support beam under the deck.

Side Rails

We advise you to put side rails on the ramp. Dogs tend to lose stability, and they can easily slide off the ramp and gain injuries. Ramp edges can have one or more rails, but the bottom rail should be obligatory.

Solar Lights

Foam is a good choice for a ramp as it is soft on your pooch’s paws. Building a foam dog ramp is not a tiring task if you follow the proper guidelines. You just need patience and suitable tools and material. Let’s see the step-by-step procedure of making this type of ramp.

Step One: Tools and Material

First of all, you need to prepare the tools and fabric you are going to use while constructing the ramp. Here’s what you should have for your little project:

  • Foam
  • A measuring tape or a ruler
  • Knife with a long blade
  • Pen
  • Desired material for coating
  • Sewing material

Step Two: Cutting the Foam

Foam is like bread—it’s bubbly, lightweight, and it can be cut with a knife. The longer the blade, the easier the cutting.

First, acquire a piece of foam. Its size depends on the size of a ramp you want to build. The foam should be in a rectangular shape, and your task is to carve it to look like a ramp. Next, take a pen and mark the cutting line. Use a measuring tape or a ruler to mark everything with Tetris-like precision.

To make a smoother slit, don’t cut the foam but score it instead while pressing lightly. The knife needs to be at a 90-degree angle.

Dogs learn about the world through associations. The crucial part of every dog training session is positive reinforcement, which your pooch receives through praise and treats. Getting your gorgeous woofer used to a new ramp usually takes these three steps:

  1. Letting your cutie sniff out the ramp
  2. Making contact with the ramp
  3. Using the ramp

The first step is to make their highness acknowledge the ramp. The moment they approach and sniff it, give them a treat. Dogs need to relate the new object with something positive. Use your hands to lure your pup to the ramp. Don’t force or push your sweetie on it—the goal is to make the little daredevil come to the ramp of their free will.

Once your hairy companion makes the first contact with the new object, it’s time for another treat. The more they touch it, the more treats and praises your pup should get.     How to make a wooden car ramp

    The simplest design is a flat car attachment. To make it, it is enough to have the following tools and materials:

    • hammer;

    • 2 beams having a section of 5 cm;
    • wood saw;
    • strong plywood sheet.

    The described structure is created as follows:

    1. First, the length of the fixture and its width are determined. To do this, it is enough to know the height to which the pet has to climb, and determine the angle of inclination that is comfortable for the dog. The width of the design for a large dog should be approximately 45 cm.
    2. The timber and plywood are then sawn to the specified dimensions. After creating the supports, it is necessary to prepare the material for the steps by sawing off the bars, the length of which is equal to the width of the product.
    3. After that, you need to connect the plywood sheet with the supports using nails, and then attach the steps from the bars to the resulting structure. In order to make the structure more stable, it is necessary to cut the corners of the supports that are in contact with the ground when installed near the car. If the product is large enough for comfortable lifting, steps may not be used.
    4. At the last stage, the structure is painted with waterproof paint.

    For greater stability, metal elements can be attached to the upper ends of the supports to help increase the grip surface on the vehicle. You can also make the ramp for dachshunds collapsible.     Have you often thought about how comfortable the environment is where you live? I started to pay attention to it only after the birth of the child. The first six months, winding circles with a stroller, I thought about how difficult it is to walk with a small child. The area around the house where we lived was not suitable for free movement: narrow sidewalks, no ramps, slippery tiles and a large number of cars in the yard. And now, clearly understanding how it should not be, we went to check.

    The first residential complex is located on Karl Liebknecht Street and consists of several block sections. Readers asked to check it by sending a photo of the playground, around which there are small houses. These are underground parking structures, and children play cheerfully on their roofs and canopies.

    So, the first impression is good. Closed, clean yard. All entrances/exits are equipped with automatic barriers. We left the car on the Karl Liebknecht side, since parking allowed. They hurried to the yard.

    And the first obstacle is the stairs. There is a ramp nearby. The railings are made at different levels so that people in wheelchairs can climb up. In this case, the handrails are of great importance: without them it is impossible to climb or descend on your own, since the ramp has a decent slope. When I climbed this structure, the thought did not leave me that it was possible to roll a baby carriage upstairs, but it was hardly possible to drive in a wheelchair without assistance, even with a railing. But, as they say, thank you for just having them.

    And then I saw another rise. You can climb up a ladder or a ramp. Despite the small angle of inclination, due to the lack of railings, a person in a wheelchair simply cannot overcome it.

    Let’s move on. We were pleased with the congresses that were organized on the footpaths. But approaching and using them is problematic: they were blocked by cars parked along the sidewalk. Complete disrespect for pedestrians.

    We cross the roadway – and again a staircase without a ramp, for a moment, leading to a playground. To get past it, you need to go around the playground around, which is inconvenient, especially if you are walking with small children. It is impossible to climb stairs with a stroller if there is a child in it: it is steep, and the project does not provide for a ramp. I take the stroller in my hands (fortunately it is empty) and get up. And here is the same visor on which the children in the photo were playing. He’s damaged.

    As a child, we climbed everywhere, jumped on the roofs of garages. But they did it in such a way that, God forbid, their parents would not see it. And here, so to speak, completely legalized entertainment at a height of almost three meters: from the porch to the canopy, from the canopy to the roof. So the question arises: what were the designers thinking about and where are the residents of this residential complex looking now?

    Finally, I am at the playground. Spacious, clean, with carousels, slides and swings. There is also a fenced football field and several areas for small children. There are benches and urns everywhere.

    Young mother Tatyana says that this is the only good playground in the area, and she walks here with her three-year-old son every day. Svetlana, the mother of a five-year-old girl, notes the safety of the site: it is fenced and there is no need to be afraid that the child will run out and get hit by a car.

    According to the current sanitary norms and rules (SanPiNam), it is allowed to place playgrounds, sports, play facilities on the roof of an underground parking lot, but subject to maintaining a distance from the ventilation shafts. It should not be less than 15 meters. Another indispensable condition is the presence of landscaping.

    However, I can see that it is easy to get to the roofs of the underground car park buildings from here. And ventilation shafts go out to the playground, which remove exhaust gases from the garage. There are no green spaces that would purify the air here either, as required by law.

    On the other side of the site there are two stairs with ramps. On them, as well as on the entire site, a soft anti-slip coating is laid – it is easy to climb with a stroller.

    From the playground we head to the entrances. I look for free space between the machines. I push with a stroller. At this time, I notice that a man with two children gets into the car that blocked the nearest exit. The lack of respect for other parents is striking once again.

    This LCD does not have ramps. Only near one porch a full-fledged ramp was organized, apparently at the initiative of the residents themselves after the house was put into operation. Otherwise, stairs. It can be seen with the naked eye that the first steps are in some cases higher than the rest, climbing them without a stroller is not easy, but with a stroller or a child in your arms it is very difficult.

Obviously, the developer did not hear about them, as, apparently, the construction supervision, which issued permission to put the houses into operation. In some cases, the stairs are completely in a deplorable state and require repair.

    And then I reach the two flights of stairs that lead to the store. Despite laws and programs to provide disabled people with easy access to shops, pharmacies, cinemas, public places in our city are not equipped with ramps. And here is one example. It’s not that the disabled person won’t get up – and it’s impossible to do this with an empty stroller. By the way, in one of the block sections there is a grocery store, which can be reached by overcoming just three steps. This ramp was installed, apparently, at the initiative of the owner, for which special thanks to him.

    The drains in the residential complex are well organized. The photo shows that all the water from the roof goes down the pipe, and then through the rain drain to the road. The drains are covered with bars. Such a system, firstly, allows you to organize rainfall away from the foundation of the house, and secondly, water does not wash away the footpaths.

    We go down the same long ramp to the car. You have to hold on to the railing to keep from falling. Nevertheless, the congress is organized according to the rules: in the middle there is a platform (according to the norms, it should be at least 28-30 centimeters wide – ed.) to prevent the assistant from slipping (if a person in a wheelchair is lowered).

    We are going to check the second residential complex on Dalnevostochnaya street. The houses were put into operation in 2017, which means that they must be built in accordance with all modern urban planning norms and rules. The residential complex consists of several block sections separated by a road.

    There are obviously not enough exits here: from the side of the road (between the houses) I found only one. The curbs are high in places, it is difficult to lift the stroller. In addition, the houses are on a hill – this further complicates the task for mothers and people in wheelchairs.

    To get to the playground from the entrance, you need to climb five steps. There is no exit on it, and a curb is installed on the last step. I step over and turn right into the courtyard. A pedestrian zone with a descent was organized along the wall, near which a parked car turned out to be. Thank you for leaving a place for pedestrians, blocking, however, part of the road. And this is in the presence of the “Parking prohibited” sign.

    One thing you can’t fault is the ramps. They are installed near each porch according to all the rules: they have a small angle of inclination, and some of them, where the stairs are high, are built with two flights.

    We are going to the playground. There are no conventions here either. The site itself is spacious, fenced off from the roadway, as required by law. True, I was surprised by the proximity of the basketball court to the town for kids. The zones are not separated from each other by either a grid or a decorative partition. Violation.

    There is another playground in the residential complex, which attracted my attention as soon as we arrived. The children’s space is not fenced, although it ends with a cliff on one side. While the playhouse for kids stands on the very edge. On the other side of the site is a transformer box. But according to the Decree of the Government of the Russian Federation “On the procedure for establishing security zones of electric grid facilities and special conditions for the use of land plots located within the boundaries of such zones”, there are restrictions on placing a substation with a voltage of over 1000 volts near playgrounds.

    The new residential complex did not make a favorable impression: its condition is no different from the houses built a few years ago. As is often the case, the landscaping of the local area was done “on the knee”, just to get the necessary documents for putting the housing into operation.

    On this day, another residential complex was to be checked on the advice of readers. I get out of the car and look around. The exits are not visible. It turned out that there is a problem with them in this residential complex: there are practically none. And then I saw another long staircase – a heavy sigh escaped my chest. After three hours of walking with a stroller, my hands ached. Once again, I wondered why developers sculpt stairs in the passages between houses, forgetting about those who cannot climb them.

    So, with the usual movement of tired hands, I pick up the stroller and move into the yard. 18 steps and I’m there. On my way a little later there will be another staircase, the width of which makes it possible to arrange a lift for wheelchairs, but the builders considered this unnecessary. It is assumed that mothers with strollers, like people in wheelchairs, may well bypass (go around) the house around to get into the yard or to the playground.

    There are no separate documents regulating the installation of ramps for baby carriages, they are made for the disabled and the elderly.

    In general, the residential complex made a good impression: the yard is clean, there is a lot of greenery, well-groomed flower beds. It is immediately clear that people care about the place where they live. A ramp has been built near each entrance – there is nothing to complain about here. Sophisticated drainage, as in other residential complexes: water does not accumulate on sidewalks and at the base of the foundation of houses.

    After the photographer and I walked around the residential complex, I still found several exits, one of which was blocked by a car, and the other rested against the fence. Apparently, the entrance to the playground was supposed, but then they decided not to do it.

Unfortunately, most developers still prefer to approach the issue of improvement formally, forgetting either to install a ramp or organize a congress.     Society faces any modern city. And Blagoveshchensk is no exception. On the one hand, this is a factor in the investment attractiveness of the Amur capital, and on the other hand, it is an indicator of our attitude towards people and ourselves. Unfortunately, the adaptation process is proceeding with a bureaucratic creak: despite the array of regulations, some seek to optimize costs, others – to comply with the requirements for show. And in all this, they often forget about people for whom an “accessible environment” is being created, but who still cannot overcome its barriers. Who’s looking after the ramps? With this question, we started a conversation with the Deputy Head of the Inspectorate of the Gosstroynadzor of the Amur Region, Lyudmila Irklienko.

    —Lyudmila Alekseevna, why do our cities have ramps on which you can’t roll a wheelchair even with four hands, and a young mother, in order to enter the building, is forced to drag both the child and the stroller? Someone has to control it, right?

    — The State Construction Supervision Inspectorate is limited within the scope of its powers. Our task is to ensure that all construction work is carried out strictly within the framework of the project. The project is undergoing an examination, which includes checking for compliance with the parameters of the designed ramps and other measures for the accessibility of people with limited mobility to technical norms and rules. All this should be taken into account in the project.

    — And if not taken into account? Has a construction company ever been forced to redo a ramp because it’s steep and uncomfortable?

    – We cannot double-check whether everything is designed in accordance with the approved rules for the accessibility of buildings for people with limited mobility. This is the area of ​​responsibility of the design organization. When we accept an object, we are no longer talking about alteration: by the time the construction is completed, all the shortcomings are corrected. But at the construction stage we make comments. Supervision is carried out as a result of spot checks in a visual way.

    — Why only visual?

    — Because we don’t have a construction laboratory, we don’t have certified tools and trained personnel who could use these tools. All this requires additional procedures. The law provides that we can exercise visual control. If we see a clear violation – the slope of the ramp is sharp, then the developer must eliminate everything before issuing a conclusion on the compliance of the object.

    — We are talking about new buildings, and problematic ramps can often be seen near old buildings.

    — This is the situation. During the construction of new facilities that suit us according to the Town Planning Code, we carry out supervision. For old residential buildings, accessibility issues are monitored by the housing inspection, and for all other buildings in operation, there is a gap in this regard. There is no supervisory body behind them that could control, among other things, the quality of the measures taken to ensure comfortable access for people with limited mobility.

    “How many not just high-rise buildings, but high-rise buildings in Blagoveshchensk we have – almost everywhere there are difficulties for people with limited mobility.”

    In my opinion, it would be better to conduct new construction for housing or other facilities in Blagoveshchensk immediately according to projects completed within the framework of a comfortable, barrier-free environment – without any thresholds, without any ramps, as they are now building in central Russia. All this is possible. You walk down the street and enter the room exactly on the first floor, and then, if this is a multi-storey building, elevators and escalators have already gone. How many not just high-rise buildings, but high-rise buildings in Blagoveshchensk we have – almost everywhere there are difficulties for people with limited mobility. They come up with ramps, some kind of lifts… Isn’t it easier to initially design and build according to the barrier-free approach.

    — Who should make the decision: now we will build new buildings in Blagoveshchensk only in this way, and not otherwise? At the level of the governor, the mayor of the Amur capital, or, perhaps, the Union of Builders of the Amur Region?

    — In my opinion, we should start by bringing this issue to the attention of the public. We, for example, have a “Boiling Point”. It is possible to designate the topic “Creating a barrier-free environment in Blagoveshchensk” there and invite not only representatives of state, regional and municipal authorities, but also public figures, specialists in the field of design and construction, to a detailed conversation. And then, perhaps, all this was brought to the legislative level. What else is the problem here: we do not have a chief architect – neither in the regional government, nor in the administration of Blagoveshchensk. This entails a lot of design flaws related to the beauty of the Amur capital, in terms of façade aspects and in terms of the design of urban development, including in terms of ensuring accessibility for people with limited mobility.

    Marina Gaidai from Amur was 25 years old when she lost the ability to walk. But even more than 30 years in a wheelchair did not wean this strong woman from talking about herself: “I’m coming.” Marina heads the Amur Regional Public Organization of Disabled Citizens “Overcoming”, trying to solve difficulties that healthy people seem completely trifling, but for wheelchair users like her they create insurmountable obstacles.

    The most important thing on the street is slopes, smoothness of slopes, the ability to safely and easily get from home to a store, bus, clinic, park. In the center of Blagoveshchensk, only one Kalinin street meets the standards of an accessible environment – it can be called indicative. And another site for 50 years of October next to the regional government, where the sidewalk is completely lowered for the comfort and safety of older pedestrians, young mothers with strollers and children, people with disabilities.

    “When Kalinin was being repaired, we decided to strictly follow the Snipov norms, according to which the height difference between the footpath and the roadway should not exceed 1.5 centimeters,” recalls Marina Gaidai. “I was so happy that this norm was taken as a basis. But literally after some time, work was carried out at the Lenin-Shymanovsky crossroads, and on the one hand the sidewalk was reduced to nothing, but on the other, this was not done. In some places, the tiles are also knocked out. So far, I can climb up and down the sidewalk in my electric wheelchair, but I don’t know what will happen in winter.

    “I understand that I am creating an emergency on the road. But I need to move somehow, I go on business, and I simply have no other choice.

    The specified norms were not observed at the renovated intersection along Lenina — Politekhnicheskaya. It is impossible for citizens with limited mobility to cross the Zeyskaya – 50 years of October intersection in the area of ​​the Amur Fair. And in order to overcome the Shevchenko-Amurskaya intersection, people in wheelchairs are forced to enter the roadway, risking their lives. “I understand that I am creating an emergency on the road. But I need to move somehow, I go about my business, and I simply have no other choice, ”explained the chairman of the public organization Overcoming.

    Roads must be accessible to all. Therefore, the working groups and acceptance committees in many regions include not only specialized specialists, but also members of the public, including people with limited mobility. Thanks to their recommendations, it becomes clear to road builders how much the repair of sidewalks and pedestrian crossings meets the requirements for accessibility for people in wheelchairs.

    — We have established contacts with the Ministry of Transport and Roads of the Amur Region. Why we are not invited when the construction of the road is completed and an acceptance certificate needs to be drawn up, we do not understand, Marina Gaidai, who is a member of the commission on accessible environment, is surprised. “The people on our feet decide everything for us. But they simply cannot understand the scale of the “tragedy” for a person with limited mobility. Therefore, we must make sure: in this section, the road workers lowered the side stone on the approaches to the carriageway and sidewalks in accordance with the standards, and not for show. These moments have not yet been worked out for us.

    The current legislation imposes the following requirements on pedestrian crossings. At the crossing of the carriageway, curb ramps with a width of at least 1.5 meters and a slope of not more than 5 percent must be installed, not protruding onto the carriageway. In this case, the height difference should not exceed 1.5 centimeters.
